The name Noflu Syaw Ner is derived from the Wood Elvish language, as Noflu Syaw Ner was founded by Firnipu Yandieri Dhozarthin, who was culturaly Wood Elven.

Noflu Syaw Ner has a yearly average temperature of 35°C (95°F), with its average temperature during the summer being a blistering 39°C (102°F) and its average temperature during the winter being a hot 31°C (87°F). Noflu Syaw Ner receives an average of 67 cm/y (26 in/y) of precipitation, most of which comes in the form of rain during the spring. Noflu Syaw Ner covers an area of nearly 5 km2 (2 mi2), and an average elevation of 12358 m (-2405 ft) above sea level.
Overview
Noflu Syaw Ner was founded durring the early 12th century in spring of the year 1136, by Firnipu Yandieri Dhozarthin. The establishment of Noflu Syaw Ner suffered from many setbacks, delays, and obsticles, most notably a group of Noflu Syaw Ner which required millitary assistance exterminate before the community could finish being built.
Noflu Syaw Ner was built using the conventions of Wood Elven durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Noflu Syaw Ner is no diffrent. The town's buildings feature timber and earth construction, with most buildigns first floors resembling mounds of earth, with subsequent floors appearing as elaborate log cabins, with each building forming a tiered pyramid of sorts fromed from the stack of rectangular, peek roofed cabins. Most wooden bracing, support, and trim is carved with decorative knotwork, and the larger structures even feature painted trim which emphasises the knotwork.
Noflu Syaw Ner is buildings are arranged arround a network of crampt cobblestone streets which form a grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the town's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Noflu Syaw Ner's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. The top tier civilian fortifications has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
Noflu Syaw Ner has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Noflu Syaw Ner’s streets. The town is very clearly a joyfull place as well as relaxing. Music can be heard often, as well as laughter. The smell of food and drink permiates the air. You can’t help but smile.
Civic Infrastructure
Noflu Syaw Ner possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.
Noflu Syaw Ner has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Noflu Syaw Ner. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Noflu Syaw Ner's parks.
Noflu Syaw Ner has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Noflu Syaw Ner.
Noflu Syaw Ner has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Noflu Syaw Ner has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Noflu Syaw Ner has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Noflu Syaw Ner's public wards, blessings, and other arcane systems.
Noflu Syaw Ner possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Noflu Syaw Ner's grid is powered by a god's will and kindness.
Noflu Syaw Ner possesses an older civil lighting system consisting of street lamps. In spite of the Galvanic Grid, these lights continue to use their old fule sources to provide nighttime illumination to all city streets.
Noflu Syaw Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Noflu Syaw Ner's natural decorations nor waterways.
Noflu Syaw Ner has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Noflu Syaw Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Noflu Syaw Ner has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Noflu Syaw Ner's mayor's house was built using a different architectural style from the rest of the town. The style used is best known for its functional shapes, abstract shapes used sparingly for decor, simple color schemes, holistic design, and basic industrial materials. Its simple designs were created to be beautiful, functional, and mass-producible. The style used little to no embellishment or ornamentation, instead drawing attention to the streamlined design, such as flat roofs to create a simple, geometric look. The simplicity masks the style's nearly sinister functionality, as every last feature is designed to guide the people living in the building in how to make the most efficient use of the structure.
Due to the actions of local Kami, winter is recurring in Noflu Syaw Ner.
The Spriggan near Noflu Syaw Ner are known to be more aggressive than normal.
Noflu Syaw Ner's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves destroying a prepared ritual vessel to channel Conjuration energies of tier 2 via chanting.
Economy
The following information was obtained via the Imperial Census Bureau as part of the Eyom Economic Outreach Program. It differs from Standard Imperial censuses in that many of Tom's citizens, regardless of culture, work in more than one occupation or hold more than a single job. The roads leading into Noflu Syaw Ner possess a great number of switchbacks. While designed for defense, they mostly wind up pissing everyone trying to take goods to town right the hell off.

History
In time immemorial, reportedly some time during the late 2nd century, Noflu Syaw Ner was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Noflu Syaw Ner lost 175 people, 297 livestock, and 45 buildings. The conflict ended after roughly 73, when members of Noflu Syaw Ner's militia enacted an operation to transport a specific resource to a particular port unharmed. The operation was complicated by a key segment of the operation that deepened entirely on a stealth mission going perfectly. The conflict ended with pitched battle between both forces, which ended in victory for Noflu Syaw Ner's forces. The war is remembered in legend by Noflu Syaw Ner's bards, historians, and legend keepers.
